Fire Door Framework – £50 Million Up For Grabs
Bids are already being sought to supply or supply and fit £50.1 million worth of timber and composite fire doors for Midlands and national public buildings.
The framework has been established by Efficiency East Midlands (EEM). £29.2 million has been allocated to timber and composite fire door installation. £8.4 million has been allocated to timber fire doors and a whopping £12.5 million on composite fire doors.
All figures are based on the aggregated potential spend of the organisations that will ‘call off’ supply or supply and fit using the prices and contract term established by the framework.
Further lots
Fire safety consultancy nationally and in the Midlands is valued at over £34 million while there are two lots (one national and one in the Midlands) worth up to £292 million each. The EEM four-year framework already in place is due to end in November 2026 with the new four-year framework starting circa February 2027.

Façades and cladding
There are ten lots available covering the remediation, consultancy and fire door supply and fire door supply and fit. There will only be a maximum of 80 places over the 10 lots.
The big money lots will also include elements of fire doors along with surveys, façade and cavity barrier remediation, ‘other refurbishments’ and the inevitable cladding remediation.
Who’s buying?
Bid scoring will be: 50% on quality, 40% on price and 10% on social value.
Housing associations, councils, schools, universities, the NHS and emergency services will all be able to call off using the framework.
How do frameworks work?
Frameworks are procured with the potential aggregated spend of all members. Prices are generally established during the initial framework tender stage. Any additional prices required for specific projects must be confirmed during the call-off process.
Frameworks allow subscriber members to buy from suppliers without having to go through their own expensive tendering operations. Companies that let frameworks employ a range of experts to ensure good prices, quality and standards and set contractual obligations on suppliers. Standards might include PAS 24 or Secured by Design.
Conditions
Suppliers and installer will be obliged to be to not only comply with but be knowledgeable to advise clients on the Building Safety Act, the enforcement of Gateway 2 and Gateway 3 and obtain and maintain records to fit Golden Thread of information requirements.
A procurement framework is a fully compliant agreement with material or service suppliers that sets pre-agreed terms and conditions and price and quality levels for the duration of the programme (usually four years) and then suppliers are invited to deliver the specification when required. Frameworks take significant time and resources to establish and they enable buyers to purchase goods and services without running their own full and lengthy tendering exercises.
